Abstract In general, a ground telemetry station for a launch vehicle (LV) includes a tracking function only. Therefore, position measurements for LV depend on received navigation data from on-board systems of the LV or on the estimated position from a ground radar system in real time. However, having a greater number of position estimation techniques for flight safety control is necessary. Time of arrival, time difference of arrival (TDOA), and angle of arrival (AOA) are typical localization techniques used for an emitting target. In this paper, we examine the passive TDOA-AOA localization using two telemetry stations and propose a technique to improve its localization accuracy. This is accomplished by second-order polynomial regression of TDOA-AOA localization results and detection of lower envelopes with a multiplier for standard deviation of the TDOA-AOA results. Our study confirms that the localization accuracy is improved by comparing the estimated localization results of our proposed technique with measured data of an on-board GPS, the 3rd KSLV-1 mission.
