Abstract The heliport of high-rise buildings is a very important facility which is established to extinguish a fire or save a life by a landed helicopter or members of a fire brigade put by a helicopter when people caught in a fire in the building cannot take shelter to the ground and instead take shelter to the rooftop. It is usually an obligation to establish the heliport in the rooftop of high-rise building in certain scale. However, with recent revision of the building act, a decision of establishing a heliport is commissioned developers even in the high-rise building. This study analyzed heliport-related laws and regulations and maintainment situation in Korea, the regulation situation and establishment standards of rooftop heliport in Japan, and the situation of life rescue using heliport in USA. Finally the following reform measures were suggested based on this analysis: Reinforce the management of heliports established by legal obligation; Rationally designate buildings which should establish a heliport; Enact detailed standards of establishing a heliport; Reinforce rescue training in high-rise buildings for fire aviation teams; Develop tactics for life rescue using a helicopter in high-rise buildings; Complement the present system for fire aviation teams to be ready to move any time; and Give fire fighting services an authority to approve a construction permit of, inspect completion of, and supervise a heliport.
