Title Serviceability-Oriented Indicators for Performance Estimation of Class-I and Class-II Ordinary Road Bridges

Abstract The increasing prevalence of aging road bridges and the rapid climate change have brought to serious social issues related to the aging and safety of these structures. This has led to rising maintenance costs and increased safety risks. Thus, collaborative efforts are needed to enhance the performance-based proactive maintenance system, focused on improving the serviceability and quality of services offered by road bridges. In the past, road bridges were predominantly assessed from a safety perspective, making it challenging to evaluate their serviceability. Despite the introduction of infrastructure performance evaluation in Korea since 2018, existing serviceability indicators are primarily administrator-oriented, necessitating additional indicators that account for road bridge users and climate change. To propose supplementary indicators, a comparative review of domestic and international road bridge serviceability performance indicators was conducted. Moreover, factors causing inconvenience to road bridge users were examined. As a result, additional usability performance indicators, such as drainage facilities, lane visibility, heavy vehicle ratio, and fatality rate in traffic accidents, were accounted for, with considerations for user comfort, satisfaction, and climate change. The introduction of these indicators is expected to facilitate performance-based proactive maintenance, ultimately increasing the safety of road bridges and user satisfaction.
