Abstract This paper aims to review the development of household waste disposal system in Berlin. Confronted with new waste problems which was characterized with volume-expansion and different constitution, the municipal government of Berlin decided on the incineration system. With the development of environment movement this disposal system had to be changed. A new concept of Recycling was prevailing, and many people found waste as a resource. During 1980s the waste disposal system was changed to the recycling system in which wastes-papers or glass-were retreated for the stuff or energy. This recycling system could be evolved with help of citizens participation. However the system failed to solve the waste problems. Since 1994 the german federal government followed the new principle with regard to waste disposal. The new policy focused on the reduction of waste at the stage of production. Unavoidable wastes must be disposed without environmental consequence. The municipal government of Berlin established the new waste politics according to the new priciple of eco-waste-management.
