Abstract The Purpose of this study is to compare residents’ characteristics and the supportive living services provided by public rental apartments in Korea and the United States to improve the quality of dwelling environment of public rental apartments. This study had surveyed 418 residents who live in SH apartments in Seoul and used the secondary data from 1,492 residents who live in PHA apartments in Saint Paul. The results of this study are as follows: The vast majority of residents’ characteristics of Korea and the United States are lower-income class including seniors, disabled adults and etc. In terms of gender, more residents were women than men. Hence, housing policy for them should be focused on the supply of rental apartments and supportive living services. PHA apartments’ residents generally are aware of the services available in their buildings than SH apartments’ residents. Information about the supportive living services should be given to the elderly. Potential services in Korean public rental apartments are OK cards, town bus, CHSP and ALP. These services have the weak can live their residence as long as they can and improve the quality of their lives. Also it could be reduce the cost of welfare in Korea. The survey results suggest that some services could be introduced. For example, household works, amenities, information and educational services. In addition, employment counseling and financial management counseling could be introduced.
