Abstract Due to drastic industrialization and urbanization, this weakened the community spirit between residents in the urban region and reduced communication and interchange. This study focused on the activation measures of the local community and especially centered on the social functions of the urban agriculture. Through precedent researches and case analysis, community activation by means of the application of community garden was derived and this was based on to organize the program and design characteristics. Accordingly, the purpose of this study was to suggest an urban agricultural complex building that can activate the local community. Following is the summary of the study results. First, in contrast to foreign cases, domestic community gardens hold a significant insufficiency in experiential space, education space, food and beverage space, and sales space. Second, in order to create a community garden that is sustainable and also heightens the unity between the local residents, it is necessary to provide a network and different programs that are constructed over a long period of time. Third, in order to activate the local community, plans, which can vitalize the local characteristics, as well as specific space and programs for communities of various generations are considered as needed. This result was based on to suggest a urban agriculture complex building that can function as a community base facility for artists and local residents in the Mullae Arts Town.
