Abstract This study aims to increase utilization of unused land according to undevelopment land reduction and urban regeneration policy. The expansion of new cities will be limited due to population declines and existing urban development is limited. Therefore, the utilization policy for unused land will continue to increase. New urban development policies of outside the city are reaching their limits, and it is anticipated that the consideration of policy for the unused land of existing urban areas will be continuously increased. Especially, the possibility of complexed utilization of unused land such as space created by the undergroundization of the roadways is expected to be continuously increased. The policy of utilizing unused traffic spaces in cities, such as abandoned railways and closed roads, should be continuously discussed in terms of improving the living environment. Therefore, this study presented the use direction for unused land through analyzation the status of unused land on highways, and case study. As a result, the following points are presented in the utilization direction of unused land on highways. First, the creation of eco-friendly spaces for unused land should be considered. Second, the construction of logistics centers and transit centers should be considered. Third, when it comes to large-scale unused land, creation of a complex cultural space for local residents should be considered.
