Abstract Railway cut slopes and retaining walls became subject to regular safety inspection after the 2018 amendment of the Railway Construction Act, which expanded the number of managed establishments from roughly 150 to about 6,800. Their maintenance, however, still relies on labor-intensive field surveys and unstructured text- and photo-based records, and no integrated system supports both the registration of new establishments and their inspection. This study proposes a data construction and management framework for digital twin-based maintenance, in which the workflow branches from the management contract into two UAV-driven tracks: new-establishment registration and regular safety inspection. The framework defines an end-to-end data flow of registration, inspection, history management, and statistics; a four-tier management-organization structure with differentiated access rights; 34 standard items of establishment basic information and legally prescribed inspection items with their acquisition methods; and image- and 3D-model-based items with automated report generation and safety-rating statistics. Shape information such as length, height, and slope angle is obtained from UAV-based three-dimensional models, and comparing models from different times enables quantitative deformation tracking. Rather than an experimental validation, this work presents a framework whose items, procedures, and statistics remain to be verified through field application.
