Abstract |
Korea has accelerated the decentralization of administration in parallel with townscape policies in 1990s but citizen-participation is very low in regard to townscape policies. Since 1960s many world cities have developed various townscape policies for recovery of Identity. Japan actively persuaded the citizens to participate the townscape policies through the citizenparticipation-program. Especially, Chiba city tried to implement new type of itizenparticipation method by grafting townscape administration onto education through townsacpe workshop as a kind of citizen-participation-program which targeted elementary and middle school students. This study seeks the practical way to participate the various community bodies in townscape policies and propose the townscape participation methods by taking examining management aspects, methodology aspects, and educational aspects. For the 3 aspects about the citizen-participation townscape policies in Korea, as found from the analysis of cases, I propose the following; In Management aspects, we had to create and operate public trust funds for establishing townscape administration ensuring direct or indirect the citizen-participation in a various bodies and for securing citizen-participation activities. And then in Methodology aspects, we had to develope experiential workshop programs and import making community design as a experiential program. Finally, it will be necessary to go forward with comprehensive education involving schools in Educational aspects. |
