Abstract This paper introduces South Korea in its international and national context and the actual works on regional planning, especially the 4th national plan. This article defines a strategy of break or differentiation in order to offer new physical alternatives. The actual Korean situation is analyzed through the specificity of the regionalization in the economic globalization. The regional development appears less as a result of institutional process than the adjustment to the economical power of the companies. Nevertheless, the attraction of selective geography, infrastructure and urban context are at the core of the economic development. The economic and social trends are considered according to the position devolved to the central power in the globalization. Finally a new clusters’ approach, which uses the potential of each province and metropolitan city, combines coastal and inland development, protects the environment and the cultural heritage and integrates the national and international context, is defined. The goals of this study are to promote, in a state system which keeps power in the orientation of the territorial and economic balance, potential links between both Koreas, a financially sustainable plan, “a step by step” integrated programs and an operational short and long term new vision.
