| Abstract |
A resident agreement in the environmental improvement type District-Unit Plan in Seoul is veryuseful and meaningful as follows: First, a resident council and agreement for delivering service ofurban management plan was introduced and used for the first time. Second, a change in planningprocess from “top-down” to “bottom-up” was attempted. Third, an opportunity for buildingcommunity through involving the community in the planning process was provided effectively.However it tended to be used just for one time agreement and not for long lasting resident agreement,and also the community participation in the formulation of District Unit Plan in Seoul was notpromoted any more. Therefore this research suggested three proposed methods to improve currentDistrict Unit Plan to be more community centred urban management plan as follows: Firstly, the CityPlanning Ordinance needed to be amended to assure the use of resident agreement in District UnitPlan. Secondly, public assistance program and budget need to be created for supporting residentcouncil and diverse resident activities. Lastly, an administration service system need to be establishedfor building community through increasing the partnership among officials, professionals andresidents. According to the above suggestion, this study will provide support for building communityand improving District Unit Plan to be more sustainable based on community participation. . |
