Abstract This study aims to explore how an urban design decision-making process works within thedevelopment process to explain why the urban form in a residential area is as it is. It developsan analytical framework for the urban design process employing an institutionalist approachwhich puts emphasis on the interrelationship between agency and structure. With socialrelations of urban design, it explains causes of the urban form in a case study area. The casestudy shows that urban design is a social process in which various actors involved in thedevelopment process interact with each other to make urban design decisions and thatpolitical interests of the government, commercial interests of a private housebuilder andtechnical interests of the urban designer are key interests manifested in the urban form. Inaddition, it reveals that the urban design process is structured by its social context and that thesocial driving forces structure the urban design process to shape a distinctive urban form. Thisstudy seeks to increase the understanding of an actual urban design process within aresidential development process and provides insights into details of social relations of urbandesign while linking them to their social context. It provides invaluable information for thosewho want to improve the quality of urban form through changing the social relations of urbandesign.
