| Abstract |
The District Unit Planning system is the means to control the land effectively and theDevelopment Permit System is the means to change the character of the land. For the NonBuilt-up Area, the Type II District Unit Planning system includes the role of development andthe Development Permit System includes the role of control for the large scale of lots. Therole of those systems are not clearly classified in Non Built-up Area so that it is necessary tocompare with each other. The analysis is focused on the function and operation of twosystems, in the result, the improvement in implementation is proposed in this study. Thecharacters and contents are analyzed in function part and the roles of systems are analyzed inoperation part. This study proposes improvement of the Type II District Unit Planning systemand the Development Permit System in that the Type II District Unit Planning system shouldbe a management planning for administration and development and the Development PermitSystem should become an enforcement control mechanism. |
