Abstract This study aims to set an alternative planning direction for the national physical plan ofKorea. In order to develop a planning framework, a series of spatial analyses of recentdemographic and economic data was conducted to identify three socio-economic dynamicsalong with the national geographic features: (1) out-migration from inland region to coastalarea, (2) nationwide spread-out of manufacturing and service activities on the expressway grid,(3) organic settlement pattern of traditional inland cities clustered along major rivers. Theproposed framework consists of three guiding themes as functional components for a physicalplan: (1) city alliances sharing a river body as a regional planning platform, (2) linear-formedcity-regions as an international business anchor on a coastal city network; (3) necklace-shapednational railway system for the inland and coastal integration. This study concludes that theproposed planning approach is not only environmentally responsive to the physical geography,but can also be functionally effective in: (1) resolving the modernization problem of traditionalinland cities sited in enclosed location, (2) capturing their out-migration population andimproving the economic competitiveness as a city alliance, (3) developing an organic structureof inland-coastal city-region for the next round of national growth.
