Abstract |
This study intends to find out a theoretical elements in the planning process based on collaborative planning theory. To this end, the factors affecting the urban planning consensus building process in the case of Si-hwa new town was investigated. Analysis shows that the knowledge change of the participants through social learning process is not directly connect with preference change of those participants, and hence can be regarded as a factor delaying the consensus among stakeholders. Also, it was found that collaborative planning principles such as social learning, equal sharing of information, setting up of principles and procedures, respect for participants demands and equal decision rights affected the urban planning consensus building process. In fact, ‘collaborative debating procedure’ is the most important factor that influences urban planning consensus building process. In conclusion, applying the collaborative planning principles to urban planning process is expected to raise consensus, reduce conflict among stakeholders, and lessen the trading expense of urban planning process. |
