Abstract |
Project Financing(PF) is a potentially effective development method that can solve theproblems of small development, and improve the quality of urban environment. The PFdevelopments, however, have some problems too. This article analyzed the characteristics ofPF development cases in the commercial area of Housing Development District in Korea, andfound some suggestions to enhance the effectiveness of the PF developments. First, high risebuildings can destroy the harmony of urban landscape, and thus community oriented roles areto be pursued by the expansion of public space and its accessibility. Second, by limitinghousing ratio to a resonable level, commercial, business and public facilities are to be providedin time. Third, the public sector must play an active role to expand public spaces and improvethe quality of urban environment. Forth, the process for the cleanness in the selection ofdeveloper, reasonable planning method and public consensus is to be established. Fifth, themain participant of SPC needs to be changed from construction companies to financialinvestors. Finally, because the mixed use of land disposal and PF increased land cost andleaded the developer to pursue development profit rather than public interest, it is necessary toexplore various project methods that can secure public interest and private creativity. |
