A Study on the Development Effects of the New Towns in Beijing Metropolitan Area |

Abstract |
This study analyzes the development of new towns in the Beijing Metropolitan Area. The six new towns, which are the main development area, are observed whether they met the originally intended objective and identify the problems that existed at the period of the establishment of the People’s Republic of China. The findings of this study are as follows: First, it is found that the development process of new towns after the establishment of China complied with the Economic Development Policy and Circumferential Circumstance. A major difference between the Chinese new town development projects and the Korean projects is that these new towns are expansions of existing towns unlike those in Korea. Second, the migration to the new town, within the radius of 20-30 km from Beijing, was from people of Beijing metropolitan area; to the new towns in the radius 30-40km is from the residents of suburban area, other provinces or cities. Third, the industry distribution has substantially accelerated since 2000, and it appears that the jobs-housing discordance due to people who work in new towns live in the neighboring rural areas instead of the houses within new towns. In conclusion, the Beijing new town development failed in redistribution of population but it played an important role in partially preventing population concentration. Results show that industrial distribution was fairly successful as it mixed the Economic Development Zone and new towns. However, it appears jobs-housing discordance, which is caused by little regard for industry employees’ housing problem. |
