Title A Study on the Weight of Items for the Effective Operation of Master-Planner, as a Design Method Adapted in New Town Development Projects

Abstract The master planning method, currently being utilized on large new town developments is aimed at making good built environment through the monitoring process, but there are as yet little considerations for the detailed method in management. Based on the above mentioned background, this study suggests the basis of making it more effective, and to provide the framework to institutionalize it in the area of urban planning and design by examining the latest adapted cases. First, to produce an operation characteristic of master planner, 7 cases of new town development projects since 2000 were reviewed in terms of land use, landscape, and transportation. Second, an expert survey focused on the current operation characteristic were conducted, and then the value of management items were weighted by Analytic Hierarchy Process. As a result, items related to ‘design consideration’, ‘suitable size’, and ‘timely introduction’ have the highest value in comprehensive weight, and others such as ‘selection of special areas’, ‘transparent appointment of experts’ rank the next. Therefore, these items need to be considered first to effectively operate Master Planning as a design method, and to systematize it.
