Abstract |
This study aims to identify the characteristics of plan and citizen participation methods shown during the process of each project, and to draw the significances through the examination of the streetscape improvement project proposed by residents in the existing urban areas. The research area is the 600m Dongmoon Street of Jeon-ju City which was selected for the project of cultural improvement of living space in 2007. The analysis was conducted through the participation observation, the investigation of actual sites, the survey investigation and the interview. The characteristics and suggestive points shown in each stage of the present condition analysis-conceptualization-planning-construction-management are as follows. First, at the present condition analysis stage of the plan, the subject to be improved and the improvement direction were drawn through the independent investigation of the residents about their own situation, and by carrying out the education and the public-relations activities at the same time through the residents’ leader group, the overall understanding about the project and the integrative negotiation process was conducted in advance. Second, at the planning stage, the identity of the street and the executable contents of the plan were established through discussion with the residents’ association with related professionals. Third, at the detailed planning and construction stage, based on the master plan, the local architect in charge of the design and construction repetitively discussed and negotiated with the residents so that the proposed design could be revised and the specific agreements could be reached. Fourth, by delegating the management process to the residents themselves, it was aimed to mantain their interest in the project and to achieve the rights for continuously managing the local society as well as the corresponding duties. |
