Abstract As urban development proceeds in forms of sprawl and peripheric new satellite towns, old city centers often lose their vitality and livelihood. In case of Suwon City, urban development issue requires to deal the existence of old fortress as the problem of preservation of cultural properties concretely exists. The historical urban center needs to be considered not only in terms of attraction for the tourist industry but more as an important part of the city as a whole. Secondly, the development of the designated area required to be affronted considering the demands of the daily life of the inhabitants, as important as the visits by the tourists.A In this dissertation, a method of redevelopment of these isolated old centers were considered by proposing an alternative architectural design which could regenerate values as well as maximize what the historical city actually offers. In order to achieve these aims, this study proceeds as the followings. First of all, the historical center, as ‘physical old town,’ is considered as a complex organism composed by various elements, to bring light on the aspects of the reality that the usual political approaches of redevelopment do not grasp. Secondly, the pedestrian network of the historical city in old town has been analyzed in its relationship with the commercial facilities. An alternative ‘Pedestrian Network’ that would fulfill the present life is proposed to connect various nodes of the old urban tissues in order to reinforce and to rehabilitate the urban context following the restoration enterprise of cultural properties. Thirdly, the actual area indicated as commercial zone according to the land-use plan is focused in its cultural properties that are inherited in the long period of historical time. In Suwon, where the past and the present coexist, a valid intervention requires a method of the alternatives that could contribute to revitalization to old town commercial area as well as to the restoration of the cultural properties restoring enterprises, by choosing a sector which is accessible and expendable in the urban context.
