Abstract The Multi-functional Administrative City (MAC) has unprecedentedly adopted a ringshaped urban structure, and according to the Master Plan, this structure symbolically presents the ideology of decentralization, equality and democracy in spatial uses. Such an unconventional urban spatial structure and ideologies has been proposed throughout the entire competition process, from competition guideline establishment to deliberation and selection of the winning entries. The decentralized urban structure is relevant to the urban discourses that have continued since the modern era, such as urban deconstructive theory and new urbanism, sharing the common philosophical and aesthetic understanding. In this vein, the study of the discourse on the decentralized urban structure raised by the International Urban Idea Competition for the MAC is expected to lay foundations for better understanding of the characteristics and structures of the MAC.
