Abstract Hwaseong was a newtown and new Eup-settlement of Suwon-bu founded in the latter term of the Joseon dynasty. King Jeongjo had to move the Eup-settlement of Suwon-bu to move the tomb of his father Crown Prince Sado there, he selected the location at the east of Mt. Paldal north of the old Eup-settlement for a new Eup-settlement(1789). About 120 years before King Jeongjo built Hwaseong, Hyeong-won Yu suggested in his book entitled the Collection of Ban-gye that the Eup-settlement of the Suwon-bu should be moved to the northern plain and King Jeongjo posthumously praised Yu and conferred a government post on him. It is generally believed till today that Hwaseong is the relocation site where Hyeong-won Yu suggested. However, in reality, no precise research has ever been conducted to prove the fact. This research aims to estimate the relocation site where the Eup-settlement of the Suwon-bu should be moved, suggested in The Administrative Division System, a chapter of the Collection of Ban-gye, with a view to examining if the relocation site corresponds to Hwaseong or not. It is concluded that Hyeong-won Yu proposed the new Eup-settlement of the Suwon-bu should be moved to other site than Hwaseong, that is, west of Mt. Paldal, the area around current Godeung-dong, Paldal-gu, Suwon-si.
