| Abstract |
In Korea, public facilities within private development sites are usually constructed and donated by private developers. In the process, the developers typically have the major responsibility for public facility planning, while the local authorities passively regulate the basic factors such as the location, size, and number of the facilities. Due to the lack of standardized process or regulations, local authorities have not been able to prepare a public facility plan in advance and actively require private developers to provide necessary facilities. As a result, the needs of users have seldom been reflected to the plan for public facilities. In this paper, we propose an Accessibility Indicator Model to maximize the benefits of public facilities for the main users. |
