Abstract During 1960’s and 1970’s, there had been a lot of attempts in academic, technical and institutional domains since urban planning law was legislated in 1962. The goal of the research is to identify the meanings of a comprehensive plan for Jamsil district in 1974 as one of the autonomous urban planning during the time. The research methods are divided in two ways. The one is to analyze the planning process to figure out importance of the plan in the context of urban planning in the 1960’s and 1970’s. The other is to analyze the physical planning in order to find out new ideas for making the physical environment. The data sources are legislations, public news gazettes, articles and planning reports issued during the time along with urban planning maps of Seoul and related old maps as a visual data. The findings are summarized as follows. Firstly, the flow of urban planning depending on civil engineering has been changed into the urban planning focusing on plans. Secondly, there were new attempts in order to make Jamsil as a sub-center by planning a large-scale business district with street pattern of radialconcentricity. Thirdly, multi-dimensional planning efforts was made for the first time. Lastly, the concept of collective land parcel was applied to Jamsil-plan, which enables to create a large-scale apartment complex and an integrative plan in the central business area.
