Abstract The literature suggests that historic districts conservation requires the implementation framework with systematic management scheme and specific measures. However, we lack adequate system to manage the landscape of historic districts so that it faces lots of difficulties. The study examined the system and characteristics of landscape management of historic districts in New York City for the purpose of drawing valuable implications. It explored the structure of landscape management of historic districts from the view of system, planning and implementation. From the system aspect, it studied adequate maintenance of the building, review system for the building activities and design, and management of the urban planning elements. From the planning aspect, it looked at the designation report, general guidelines, and master plans for the districts. From the implementation aspect, it reviewed the violation penalties and diverse incentives. The identified characteristics are management of historic landscape through Landmarks law for all the buildings within the districts, building up the historic materials, presentation of specific and practical guideline, and powerful enforcement and diverse incentives. Finally, implications are listed in the conclusion.
