Abstract |
The importance of urban Self-Sufficiency has been emphasized in Korea since 1990s in response to the criticism of public land development projects for exclusive residential uses only. In order to improve the urban Self-Sufficiency of residential land development projects, the government added “land for facilities promoting urban Self-Sufficiency” to the planning system of public land development projects in 1995. The lack of clarity and consistency in the system, however, caused operational problems in the process of project development. The purpose of this article is to propose an alternative to the current planning system for improving the urban Self-Sufficiency of public urban land development projects. It suggests to operationalize a new definition of land use category which can also accommodate office, retail, and manufacturing facilities. In addition, the land transaction system needs to be improved, so that the local governments can rapidly promote their strategic industries, as well as utilize the existing economic activities in the development sites. |
