Abstract |
This paper began to improve the current urban renewal tool, which has been a main method for redeveloping places in Seoul. It also has resulted in a big loss of the original forms, functions, and characteristics of many places and communities. Thus, the major goal of this study is to provide a small-scale renewal tool to reflect the complex and various needs of blighted commercial areas. Where a physically deteriorated place holds its very own characteristics in terms of its unique functions, the regeneration project needs to emphasize on how to preserve and facilitate the characteristics. The schemes that this paper suggests are as follows through analyzing spatial, physical, social, economic, institutional and community aspects: ① the district size for the project should be small, ② the project should be implemented for public-private partnership, and ③ the role of a landowners’ association as a key party should be emphasized. It also proposes a direction of the small-scale renewal tool to legalize a business model through studying an actual site. To make regeneration projects successful, it needs to set up the consistent and sustainable implementation and monitoring systems. |
