Abstract |
This research is a case study to analyze application possibility of ‘learning programs of academy of urban planning’ (LPAUP) for the purpose of empowering citizens in the public facilities planning process. For this, empowerment process, methods and effects of LPAUP were analyzed. According to the analysis results, an academy of urban planning has following characteristics. First, it approaches empowerment through collaborative relation change between professionals and citizens than the introduction of new methods. Second, an academy of urban planning presents an elemental factor of a empowering program which establishes the plan based on the ‘group activities in the studio setting’ and ‘educational activities focused on practice’. Third, a spatial planning established through the participation of an academy of urban planning has a characteristic of an action planning based on the empowerment in terms of the benefits from the ‘connection with real projects’. Forth, an academy of urban planning affects the citizen’s empowerment change on their ‘self-confidence’, ‘information acquisition capability’ and ‘increased interests on the community’. This implies that an academy of urban planning is related to the citizen’s empowerment change in a multidimensional manner such as changes in personal, interpersonal and sociopolitical, etc. even though it still can present limits. Based on the above results, an academy of urban planning has a potential in the application of a new practical method for the citizen’s empowerment. |
