| Abstract |
This study aims to analyze the cityscape plans, including urban design and public design, through a comparative study on the cityscape-related plan developed by Seoul Metropolitan government and precincts. To identify issues, cityscape plans of all 22 precincts are analyzed in terms of contents, roles of plans, and their consistency with the Seoul comprehensive Landscape Plan. Through comparative analysis, this study find several challenges as follows: First, terms used in the definition of the current plans are vague and confusing. Also the hierarchy between the cityscape related plans are ambiguous. Second, it is difficult to grasp clearly the plan contents because the establish method of the cityscape plan and design plan are mixed. Third, sometimes there is inconsistent the cityscape plan contents by each precinct with the Seoul Metropolitan Comprehensive Landscape Master Plan which is difficult to integrate each plan. Fourth, there is lack of a linkage of Seoul government master plan and borough plan. Fifth, the plan object and standard of Seoul government and boroughs are not consistent. Therefore the contents, the hierarchy, and the respective role and function of the cityscape-related plans need to be redefined. |
