Abstract |
This paper aims at understanding the features of district unit plans for new urban development areas that are assumed to vary with land acquisition methods and landowners' interests. To this end, it took 16 case study areas to analyse their plans in terms of planning elements, plan contents and their implementation. The analysis reveals that district unit plans for land consolidation projects using replotting are inclined to employ weaker building design controls due to the original landowners' interests than those for public land development projects, for which developers should purchase the whole land from original land owners. In the former, it shows that the urban design guidelines for detached housing sites are weakly involved than those for apartment housing sites. In the latter, on the other hand, it reveals that the urban design guidelines for detached housing sites provided for the displaced people and original landowners are much less involved than those for detached housing sites sold to the general consumers. |
