Abstract Climate change has resulted from the industrialization of the city. Especially fossil fuel-dependent industry, transportation and CO2 emission out of buildings are heavily responsible for the climate change. One of the main global issues is to identify the definition of the green city in order to respond to the climate change. The one of the key implementation methods for the establishment of a green city is to reduce CO2 emission. This study aims to draw key indicators of the index for a green city applicable for cities having different regional conditions. The appropriate indicators should be drawn from the big data on basis of generality and easiness for the data retrieval. In addition, the terminology and the evaluation result for the index should be easy and simple enough for the public to understand the importance of reducing CO2 emission. The key indicators for the index of a green city drawn from the analysis consist of TOE, 2nd industry weight, car possession per person, urbanization level and GRDP.
