Abstract |
Building rating systems have been actively promoted as one of the policies aiming green-house gas reduction in the building sector. However, there are no supporting evidence of its efficacy and usefulness. This study empirically analyzes the energy saving and carbon reduction effects of the Green Building Rating System (G-SEED) and Building Energy Efficiency Rating System (BEER), focusing on the multi-family housing complexes in Seoul. The results suggest that the complexes certified by the BEER use less electronic energy than control groups, while the complexes certified by the G-SEED do not outperform. Thus, at least in terms of energy saving and carbon reduction, the BEER, consisting of performance indicator, is more effective than the G-SEED, containing various planning indicators. In addition, the results identify positive effects of strengthening the evaluation standards successively. These results lead us to the conclusion that expanding the scope of building that has to be obligatorily certified can contribute to reducing energy consumption and carbon emission. |
