Abstract |
Strategies for upgrading and refurbishing slums have gained substantial interest internationally. Due to persistent problems in slums, or favelas, Brazil has conducted various experiments and accumulated substantial knowledge to address these concerns. To draw implications applicable to Korea's urban context, this study analyzes the roles taken by various sectors and their coordination in the upgrading of Brazil's favelas. Focusing on the Santa Marta favela among the recent pacified models, literature review, site survey, and interviews with local experts have been conducted. In this case, the government, through preemptive action, resolved violence issues and promoted the participation of international organizations and private sectors in the provision of infrastructure and utilities, tourist programs, and public art. Flexible government entities facilitated public-private partnerships, while NGOs implemented monitoring and organized residents to keep projects on track. This study offers several implications, which include phased problem-solving through structural analysis of regional problems, increased cooperation and flexibility among and within government entities, strategic approaches to private sectors' social roles, and appropriate follow-up management of slums. |
