Abstract 'Community Building' has recently become popular and regarded as a potential substitute for urban planning based on conventional rational planning paradigm. This study evaluates the characteristics of Community Building as compared to implementation object and means of urban planning, focusing on the relative importance of physical project and the level of restriction of property right imposed by physical projects. Based on 819 Community Building projects from 56 communities, physical and non-physical(socioeconomic) projects share about half and half, implying that Community Building can be a complement to urban planning that has focused on physical project. Most physical projects, however, impose little restriction on property right as they have been implemented on public land to promote positive externality. On the contrary, those physical projects that require relatively high level of restriction account for a minimal proportion, suggesting that Community Building has a limitation in functioning as an alternative to urban planning that usually restricts individual property right to prevent negative externality.
