Abstract This study was carried out in order to develop a plan for revitalizing the old city center in Taean-eup of Taean-gun. It is a typical local city where development progresses slowly even though there are a number of historic-cultural resources. A strategy for regenerating a city center in a old declining city requires the unification of physical and cultural aspects and a community-based network. Causes of decline in the urban center in Taean were categorized into three aspects: tourist population influx, urban-physical environment, and the lagging regional economy. To address these causes, three concrete plans are suggested for coping with the declining urban center of Taean-eup. First, there is a need to establish urban design for tourism resources, like culture, art, and scenery, by improving the physical environment. Second, in order to revitalize the local economy, Taean-eup's economy must be activated though diverse schemes to connect the traditional market with local festivals. Lastly, various tourism resources, including historic-cultural resources that can attract tourists, must developed as a software strategy for regenerating Taean-eup. Based on these plans, a collaborative plan with other areas of Taean-gun have to be established.
