Abstract The purpose of this study is to improve street environments located in cities' street shopping malls in conjunction with the surrounding area, and to add vitality to urban residents' street activities. For this purpose, we identify national and international institutions related to the form and function of street malls. Through this, similarities between street malls and commercial streets are derived. Following a survey, US, Japanese, and South Korean cases are analyzed to determine the degree to which plan elements reflect commercial street revitalization. We find first that it is necessary to include a variety of shops, such as food and beverage, that are open to the outside. Second, it is necessary to achieve a roadside rhythm though open facades, free individual entrances and exits, and store width. Third, resting places for pedestrians and integrated street material design are required. Fourth, an entertainment element needs to be reflected outside. As a result, through the activation of street plans, city street shopping malls can become spaces of community and amenity for residents.
