| Abstract |
The Korean and Seoul Metropolitan governments are trying to encourage private rental housing developments in response to the paradigm shift of the Korean housing market. Among other things, the land-leasehold program has been adopted under the Rental Housing Act. This paper aims at analyzing the program and proposing the improvement schemes through a project simulation applying the program on a site. As a result, it found that the most important factor for a successful project is the provision of a cheap and proper capital. The major findings are as follows. First, the public sector need to help a developer get an affordable public land, or alleviate burden for permit process. Second, public financial resources, such as the National Housing Fund, need to be provided to a developer. Plus, it would be desirable if the public sector could support a credit for a developer to get a loan. Third, a real estate management firm should participate in a project because it can alleviate cost for management. |
