Abstract |
This study explored how to develop planning guidelines for urban regeneration by examining cases from three cities (Liverpool, Amsterdam and Otaru, which were successfully revived through urban tourism) and conducting focus group interviews (FGI) with experts. The authors applied an analytic hierarchy process (AHP) to the factor of planning in order to obtain five guidelines and 20 detailed elements. The authors defined the five guidelines (derived from using urban tourism) as: (1) Images and symbolism, (2) Attraction and captivation, (3) Historical and cultural attributes, (4) Fusion and complexity, and (5) Industry and economic feasibility. Each guideline was ranked in terms of importance from highest to lowest as: (1) Attraction and captivation, (2) Industry and economic feasibility, (3) Images and symbolism, (4) Historical and cultural attributes, and (5) Fusion and complexity. The authors analyzed importance by considering the following factors in the following order: (1) converting urban environments into tourism resources, (2) tourist attractions and connections to them, (3) links to specialized local industries, and (4) shopping and gourmet food tours. According to these results, when preparing for urban regeneration through urban tourism, attraction and economic connections are the most critical factors for a city to become a tourist destination. As the 20 detailed planning elements show, the distinguishing characteristics of urban tourism must be emphasized in order to revitalize a metropolis.
