Abstract The research proposes a new urban waterfront development strategy that involves the surface of the water as well as dry land. Constructing a waterfront on the water using marine structures can save the cost of land purchase, especially in the case of building a waterfront for public use. Through an examination of literature, precedents, and legal conditions, we find that developing a waterfront on the water is a realistic alternative for Korea. Marine structures can be classified into four types: Infill, Pier, Floating, and Cantilever. The most suitable structure type for constructing waterfront varies based on site conditions and objectives. Applying the new waterfront development strategies on a site in Busan, various potentials are discovered by expanding the inland waterfront to the water. A variety of programs and spatial design are proposed by combining the four types of marine structures. Through the incorporation of water purification devices or porous concrete blocks into marine structures, the scheme suggests ways to improve the marine environment. Although the design proposal suggested in the research presents great potential for developing a new type of urban waterfront, the suggested method can be applied only under limited site conditions. Further studies and data is required to fully prove the reliability of the suggested method.
