Abstract The purpose of this paper is to suggest the main implications of macro level policy based on a study of the background, contents, and performance of downtown regeneration policy in the City of San Diego, California. For this, this paper employed a qualitative methodology of a case study and field research. Based on the research framework, this paper performed a case study and identifies policy implications for the three aspects of problem diagnosis and goal setting, plan making, and operational methods. The paper’s main implication is the promotion of downtown regeneration policy to address causal treatment and the goal of smart growth in problem diagnosis and goal setting. For plan making, this research suggests three kinds of policy implications, including the consistency of plans. Finally, this study proposed five kinds of policy implications for operational methods, including the construction of a public-private collaborative governance system.
