Abstract This study pointed out that the Building Artwork Policy was revised in 2011 and was able to contribute in the Culture and Arts Promotion Fund instead of installing the sculpture but there was a lack of funds and no guidelines. This study compared the legal systems for Art of Seoul, New York City, Chicago, and Toronto to establish basic data for fund management guidelines. The results are summarized as follows. First, the administrative unit of the fund should be a metropolitan council because it allows the funds to be assigned to the local governments which the building owners belong to and increase the volume of funds and improve the effectiveness of installation and management. Second, public art has to be built without regulation on its form and scale in order to raise the citizen’s accessability and satisfaction. Third, the Review Committee need to include the directors for public facilities urban planning & design and the representatives of local communities, and establish the advisory panel to gain the authority of the region. Fourth, the use of integrated funds is needed from the stage of planning to the stage of the management and maintenance. Fifth, considerations on accessibility, the harmony of urban landscapes, locality, historical characteristics and the integration with the urban planning policies are needed. Finally, public art experts who can compromise the interests and provide relevant information is needed because they will improve transparency and expertise in the fund management.
