| Abstract |
This study analyzes the factors that delay development projects near KTX station. It is a multilateral analysis using case study, keyword frequency analysis, and social network analysis. The keyword frequency analysis shows "alternative roads" and "creating parks" appear in high frequencies. However, the social network analysis supports that factors related to the development profitability like "convention center" show strong influence. Key issues of the development projects seem to be connected to "alternative roads plan" or "creating parks" on the surface. However, major influence factors on implementing the project are the conflict between approval authorities and the project developers. In conclusion, the first factor that delay development projects is the authority's policy change regardless of the existing development context. The second factor is that the authority impose excessive burdens to build public facilities on the private developers. The third factor is an increase in uncertainly caused by complicatedly related issues. In order to resolve the problems, public authorities should play an active role in removing policy uncertainty, allowing private developers a certain level of profitability and so forth. |
