Abstract The purpose of this study is to address implications of the Special Planning District (SPD) Zoning Code by analyzing how two commercial complexes counteracted various issues about SPD that were brought up in the 2000s. Framework issues refer to the absence of a clear goal for public procurement, inflexibility of managing the SPD system, poor quality of prepared public spaces, overlooking the neighborhood context, and problems associated with organizing design and development companies. Times Square and D-Cube City, which are located in the Yeoungdeungpo Semi-industrial Zone, were selected for the analysis. The first outcome of the paper is that clear public purposes and concrete guidelines lead to well-made public spaces. Second, active and flexible public-private consultation is indispensable to actualizing a high-quality public environment. Third, it is as important to create a detailed plan for using prepared spaces as well as to create spaces. Fourth, a neighborhood that takes into account development provides a good impact to both visitors and community. Finally, a well-organised design team is necessary for successful development.
