Title A Study on Data Management for Improving the Utilization of Public Lands - Focusing on the Public Land Resource Utilization System Adopted by Seoul Metropolitan Government

Abstract There have been little studied on how public institutes have managed public lands, despite the huge amount and high value of the asset they possess. Given that, this study examines and evaluates the ways in which public institutions have managed the data of their own lands. The study analyzed the cases of data management systems developed and used in public institutes in Seoul, and thereby identified two characteristics of the public land resource utilization system that Seoul Metropolitan Government has employed. First, while the existing systems have built and managed data of all the public lands, the Seoul utilization system has selected and managed data only on developable public land. Second, while the existing systems have been developed in a manner that enables an administrator to thoroughly manage the current status of all lands, the Seoul system has been designed in a developer-friendly way from a utilization standpoint of view. This study also found that the transition from management-orientation to utilization-orientation results from an explosive increase in demand for public facilities and, more essentially, from an expansion of the public institues' role from an administrator to a wellfare service provider. We anticipate that this expansion of the public institute's role will continue in the future as well, and thus the importance of asset utilization will tend to be increasingly emphasized.
