Abstract This study aims to investigate the damage caused by the Great East Japan Earthquake and its recovery system. Furthermore, the study summarizes the installation and operational dynamics of the emergency temporary housing development and analyzes the life patterns of the development's residents. The findings are as follows. First, the present day Japan has accumulated a large array of earthquake-related data. It is now feasible for the country to provide services including basic residential functions when facing the aftermaths of various earthquakes. Second, the visiting services aimed at comforting residents of the temporary housing facilities have fostered vitality and satisfaction among the affected. Third, temporary housing services have been so far particularly inconvenient for residents to live due to the small storage space; and thus, additional storage was installed to reflect the opinions of the occupants. The location of the storage space reflected the opinions of each resident. The location might not be the most presentable for the viewer but garnered high levels of user satisfaction.
