Abstract The aim of this study is to develop flood mitigation strategies enhancing urban resiliency. In order to achieve it, the evaluation framework consisting of five goals with sixteen strategies has been identified by analysing priority and important strategies expected to increase the level of urban resilience. Delphi and Analytical Hierarchy Process with pair-wise survey for experts were adopted as key research methods. By using this framework, the level of flood resilience of Gulpo stream's watershed in Incheon was evaluated. The analyse results indicate that the level of resilience on Gulpo stream is 56.79 in total which can be in normal capacity. In detail, the mitigation section receives the highest scores of 61.24 within the level of good capacity while the monitoring and recovery section receive the lowest scores of 52.42 and 53.50 each compared to other 5 capacities within the normal capacity level. The study results could be a useful evidence for suggesting policy alternatives and direction for future waterfront developments and guidance for local planners and authorities involving in flood mitigation.
