Abstract South Korea has created a 'cultural district institution' to address issues related to traditional cultural resources. Insa-dong(2002), Daehak-ro(2004), Paju Heyri (2009), Incheon Open-port area(2010) and Jeju Culture and Art Village (2010) are designated as cultural districts. Cultural districts are managed based on the Cultural District Management Plan. The management plan employ incentives such as designation of recommended use, and tax incentives as a wy to achieve its planning objectives. Also, the contents of physical space environment management are established as 'the district unit plan' and utilized as a way of managing the spatial environment. However, the problems are being recognized the two management methods are partially duplicated, conflicted, or individually established with on consideration of connection. This study analyzes the cultural districts in urban areas. The purpose of this study is to identify institutional limitations and to find ways to improve the current status of culture district system in terms of regulation, inducement and support projects in terms of efficient management to maintain and manage regional characteristics of cultural districts. It was found that cultural district is not operated by systematically reflecting cultural characteristics through the current management method. For the efficient management, it is necessary to focus on promotion of cultural activities. It is also suggested to arrange detailed supports and regulations according to the characteristics of the district, and to strengthen the function of the residents council.
