| Abstract |
This research focuses on the type of government's financial effect in terms of public interest rather than the financial profitability of development projects, such as the return of business units by the public sector to the effective use of under-utilized national lands. In order to formulate empirical financial effects for each development item, Cost-benefit analysis methods for empirical projects during construction of buildings were adopted and four types were identified such as government revenue, financial substitution, financial saving, and financial allocation. As a result of the analysis, the financial substitution effect of a mixture of policy objectives based on the classification of project purposes was analyzed as the expectation effect of the public funds being replaced by the rental income. There is a policy significance in the analysis of demonstration cases by focusing on rationalization of project, efficiency of budget allocation and the formation of consensus from the perspective of assessment of public principal projects. |
