Abstract The purpose of this study is to investigate the spatial distribution the elderly concentrated areas in Cheongju, and figure out the equity of urban infrastructure facilities in terms of their service provisions. In order to locate the elderly concentrated areas, the Local Moran I and GIS HotSpot approaches were applied. We found out stronger cluster of the elderly people at Sangdang-Gu, whose administrative jurisdiction included Tap/Daeseong-Dong, Geumcheon-Dong, Miwon-Myeon, Gadeog-Myeon, Mooneui-Myeon, and Nangseong-Myeon. On the other hand, areas close to Sejong Administrative Complex City and Jincheon-Eumseong Innocity leant towards a relatively low cluster of the elderly people. For the purpose of grasping the equity of service for urban infrastructure facilities in the elderly concentrated areas, we formed a road network of the city area, and set up units of Arc GIS Service Area analyses by the minute of 5, 10, and 15 or more which have been extensively used in the previous studies. The results indicated that urban infrastructure facilities were clustered around the western part of Cheongju, in which the elderly people were geographically less congested. As a matter of fact, it took more than 15 minutes for people living in eight villages in Heungdug-Gu to reach medical facilities, and what is worse no neighborhoods were accessible within five minutes of Golden Time rule for firefighters in case of fire. Therefore, policies focusing on the equity of service for urban infrastructure facilities in the elderly concentrated areas should be taken into consideration to promote substantive welfare of the elderly people.
