Abstract Recently, the Administrative City government has asked to open community facilities to outside residents, but it is not doing well. This study examines problems related to community facilities and to suggest improvements. To do this, We reviewed precedent research, the legal system, and policy and conducted fieldwork. The results of this research are as follows. First, there is no regulation to force the residents to open or integrate facilities. Second, even if the nearby residents use facilities together, the facility improvement cost plan was not established and the long-term repair allowance was separately calculated and managed. Third, there was a lack of consistency between regulations. In the future, it is necessary to envision the implementation plan from the integrated design stage, and the public sector should intervene and help the consultation process, not relying only on voluntary consent by residents. And it is necessary to establish the management plan before a representative body was created.
